UNEP Report: South-South Govts Seek Greater Participation
Commissioners for Environment in the South-South zone, have called for constitutional amendments to allow for greater participation of state governments in the region to regulate the oil industry.
The commissioners who said this at the end of a meeting in Port Harcourt also urged Federal Government to immediately implement the recommendation of the United Nations Environment Programme (UNEP) report on Ogoniland.
The commissioners also stressed the need for the harmonisation and strengthening of all existing legislations in the zone with the view to ensuring effective monitoring, regulation and protection of their environment as well as enforce the laws for environmental protections.
According to them, “based on the universal principle of “polluter pays”, the states owe a duty of care to the community and people to compel the polluter to commence immediate remediation and pay compensation to the communities”.
While stressing that the UNEP Report on Ogoniland has established a model that will guide the clean up, remediation and restoration of polluted environment, they also stressed the need for governments in the zone to come up with inventory of impacted sites for further action.
Other recommendations include, the establishment of environmental protection fund for monitoring capacity building and other pollution control measures, while the issue of clean up and provision of potable drinking water be addressed immediately.
The meeting which was convened to discuss the UNEP report on Ogoniland has the following state commissioners in attendance.
They include, Barrister Nyema E. Weli, Rivers State, Edward Ogon, Cross River State, Chief Frank Omare, Delta State and Robert Enogha, Bayelsa State while Edo and Akwa-Ibom States were represented.
The communiqué was read by the Director General of BRACED Commission, Ambassador Joe Keshi.
