NG-CARES: World Bank Certifies Rivers
The World Bank has certified Rivers State as a beneficiary of the Nigeria COVID-19 Action Response Economic Stimulus (NG-CARES) Programme.
A whopping sum of $750million was voted by the bank for Nigeria under the COVID-19 recovery programme, and each state of the federation meeting up the criteria would get $20million each.
However, the Rivers State Government has said that it was ready to support the Federal Government and the World Bank to ensure the success and sustainability of the NG-CARES programme.
The Commissioner for Finance, Barrister Isaac Kamalu said this at the South-South zone of the Nigeria COVID-19 Action Recovery and Economic Stimulus Programme in Port Harcourt.
Kamalu, who is the chairman, STATE-CARES Steering Committee (SCSC), said the programme was to expand access to the livelihood, support food security and grant for poor and vulnerable households and firms.
The commissioner, who was represented by the Permanent Secretary, Ministry of Budget and Economic Planning, Mrs Titilola Cline, said “giving the relevance of this objective, it shows that the government is aware of the most urgent problem we face as a state”.
He noted that the strategic focus of the programme was to, among other things, deal on micro, small and medium enterprises, individual households and its relevance to current and future livelihoods to tackle youth unemployment.
The commissioner said the meeting would provide the platform for stakeholders to review the progress made in achieving the programme’s development objectives in order to support in the expeditious implementation of the NG-CARES programme in the state.
Team Leader of the World Bank Mission, Mr. Fanen Ade, said Rivers State has met some of the conditions required for accessing the money.
Ade listed some of the conditions met by the state to include capacity development, improvement in rural development as well as education development.
He said the team must work with speed as the state has lost one year already.
Ade also said that the programme was meant for vulnerable persons in the society.
Also speaking, Technical Head, STATE-CARES Coordinating Unit, Mrs. Imaonyani Ephraim George,said that the programme, which is divided into three phases, involves public works, agriculture and small and medium enterprises.
She said Rivers State has gone far in terms of implementation, adding that the state would take advantage of the social benefit scheme of the Federal Government running in six local government areas to reach out to more LGAs.
