SERAP Urges Tinubu To Probe Missing Funds In Humanitarian Affairs Ministry

The Socio-Economic Rights and Accountability Project (SERAP) has urged President Bola Tinubu to order an investigation into the allegedly over N57 billion of public funds “missing, diverted or stolen” in the Federal Ministry of Humanitarian Affairs and Poverty Alleviation in 2021.

The organisation asked Tinubu “to direct the Attorney-General of the Federation and Minister of Justice, Mr Lateef Fagbemi, SAN, and appropriate anti-corruption agencies” to probe the allegations.

This is according to a statement issued by SERAP’s Deputy Director, Kolawole Oluwadare, in a letter dated November 23, 2024.

In its request, SERAP referenced the 2021 audited report released last week by the Office of the Auditor-General of the Federation, saying, “The allegations amount to stealing from the poor. There is a legitimate public interest in ensuring justice and accountability for these grave allegations.

“The allegations also suggest a grave violation of the public trust, the Nigerian Constitution 1999 (as amended), the country’s anti-corruption legislation, and international anti-corruption obligations.”

The organisation demanded that anyone found guilty should be punished by law, and “any missing public funds should be fully recovered and remitted to the treasury.”

“Hundreds of billions of naira are also reportedly missing in other Ministries, Departments and Agencies [MDAs],” it added.

The statement read in part, “Poor Nigerians have continued to pay the price for the widespread and grand corruption in the Federal Ministry of Humanitarian Affairs and Poverty Alleviations and other Ministries, Departments and Agencies [MDAs].

“According to the 2021 annual audited report by the Office of the Auditor-General of the Federation, the Federal Ministry of Humanitarian Affairs and Poverty Alleviation, [the ministry] in 2021 failed to account for over N54 billion [N54,630,000,000.00] meant to pay monthly stipends to Batch C1 N-Power volunteers and non-graduate trainees between August and December 2021.

“The money was ‘not directly paid to the beneficiaries.’ The Auditor-General is concerned that the money ‘may have been diverted.’ He wants the money recovered and remitted to the treasury. He also wants suspected perpetrators of the diversion to be sanctioned in line with the Financial Regulations.”

Among others, SERAP noted that the ministry “reportedly failed to account for over N2.6 billion [N2,617,090,786.00] of public funds meant for the ‘home-grown school feeding programme during Covid-19’, as ‘the programme was never executed.’ The money was allegedly paid to five contractors to ‘procure, package and distribute Covid-19 palliatives to Kano, Zamfara and Abia states,’” but without any trace.

“The ministry also reportedly spent over N78 million [N78,373,909.74] to ‘carry out a survey on the ministry’s Covid-19 response to states and vulnerable groups’ but without any approval or document.

“The ministry also reportedly failed to account for N400 million [N400,000,000.00] meant to pay ‘stipends to 4,450 independent monitors for October, November, and December 2021,’” it stated.

The organisation further advised the President to “use any recovered stolen funds to fund the deficit in the 2025 budget, and to issue an immediate moratorium on borrowing by the Federal Government to ease Nigeria’s crippling debt crisis.”

“We would be grateful if the recommended measures are taken within seven days of the receipt and/or publication of this letter. If we have not heard from you by then, SERAP shall consider appropriate legal actions to compel your government to comply with our request in the public interest.

“SERAP urges you to immediately enforce the judgment by Hon. Justice Deinde Isaac Dipeolu of the Federal High Court, Lagos, ordering your government to release the spending details of N729 billion by Mrs Sadia Umar-Farouk, the former Minister of Humanitarian Affairs, Disasters Management and Social Development,” read the statement, among others.

In February 2024, there were reports that the Economic and Financial Crimes Commission (EFCC) recovered over N30bn from the N37,170, 855,753.44 allegedly laundered in the ministry under the former minister, Sadiya Umar-Farouk.

Sources in the anti-graft agency said the commission had also uncovered over N500m from the scam associated with Umar-Farouk’s successor, Betta Edu.

In July 2024, Justice Dehinde Dipeolu of the Federal High Court in Lagos State directed Umar-Farouk to give details of how N729bn allegedly disbursed to 24.3 million poor Nigerians was carried out.

The court ruled that the ex-minister should provide a list of all the beneficiaries, including their bank details, that received the N5,000 disbursed for six months.

Monarch Hails Fubara On Doctorate Degree Conferment

Amanyanabo of ancient Ele Kingdom in Ogu/Bolo Local Government Area of Rivers State, King Felix Tamunoseipiriala Okuru, Apina VII, has lauded the State Governor, Sir Siminalayi Fubara on his conferment of an award of Honorary Doctor of Science (Henoris Causa).
The monarch discribed the award as well deserved and lauded the management of PAMO University of Medical Sciences, Port Harcourt for the honour.
He said this while fielding questions from newsmen, in Port Harcourt, at the weekend, saying that the award has clearly confirmed the Governor’s commitment to healthcare development in the State.
“This award is worthy following his determination to give healthcare education a priority in his administration.
“It was a well-deserved honour no doubt, this award will spur the amiable and God sent Governor, to stay focused in governance, besides, it will also. spur him to move the State to greater heights in all facets of life,” he said
According to the traditional ruler, he has no doubt that the governor will receive more notable awards in future in recognition of his human capital and infrastructural development.
“On behalf of the Ele Divisional Council of Chiefs and the good people of the ancient community, I use this forum to pray God to continually protect the governor, give him uncommon courage, wisdom and good vision to pilot the affairs of the State to enviable heights. Council Boss Vows To Unify People Through Sports

The Chairman of Gokana Local Government Council of Rivers State, Hon Monday Dumiye has vowed to unify his people using the instrumentality of sports.
Hon Dumiye made the declaration during the kick-off of Gokana Peace and Unity Football Competition 2024 in Kpor, headquarters of the council.
The council boss said the unity of Gokana cannot be compromised, stressing his government’s determination to replicate what the Rivers state Governor, Sir Siminalayi Fubara has been doing at the grassroots level.
He hinted that the peaceful nature of Gokana can be sustained through sports, thus, necessitating the football competition among various communities in the local government.
He explained further that youths can garnish their talents through sports, describing sports as a unifying factor.
He said his administration will stop at nothing to bring Gokana together, saying sports can as well be used to stimulate the economy of the area.
“Sports bring our people together. We will deem it necessary to use sports in bringing our peace-loving people together. The peaceful nature of Gokana cannot be compromised. We will do everything possible to sustain it. No doubt, our dear Governor, Siminalayi Fubara means well for Gokana people. As a council, we will continue to replicate what he has been doing at the grassroots level. Governor Fubara is a nan of peace. Gokana people must toe same line by being peaceful so that the dividends of democracy can get to us ,” he declared.
He said Gokana under him will continue to support Governor Fubara to succeed.
The commencement of the chairman’s Peace and Unity Cup titled Dum-Mon 2024 will see 17 wards of Gokana participating. An unprecedented crowd witnessed the official opening of the football competition.
Former Captain of the Super Eagles, Joseph Yobo assurred the council of supporting the youths to earn a living through sports.
Yobo said the youths can do better than him by putting in their best.
He applauded the Gokana chairman for the steps he has taken to better the lot of the youths.
The former Super Eagles defender said Gokana will be a better place if the youths will engage themselves in meaningful activities such as sports.
Dignitaries at the event included the Vice Chairman of the council, councillors, traditional rulers , clerics and sports enthusiasts.
In his remarks, Chairman of the Local Organising Committee, Monokpo Bori expressed gratitude to the chairman for empowering the youths trough sports, and assured that his committee will do its best to achieve the desired objective.
He commended the chairman for his support and logistics in making the event a reality, and urged the youths to showcase their talents and look beyond the competition.

Nchaka Festival: Monarch Drums Support For Oba

As the 2024 Nchaka new yam harvesting festival finally drew to a close, a call has gone out to Ogba people in Ogba/ Egbema/ Ndoni Local Government Area of Rivers State to support and rally round the Oba of Ogbaland, His Majesty Nnam Obi 11 in order to succeed in effectively piloting the affairs of the entire Ogbaland.
The call was made by the Okpurukpuali Paramount Ruler, Eze Christian Obi, who equally extolled the sterling leadership qualities of the first class monarch.
Eze Obi, who made the call at his palace during the celebration of this year’s Nchaka yam festival recently, said the traditional institution in Ogbaland led by His Eminence, Nnam Obi 11, deserves commendation by putting the interest of the ancient people first.
He noted that the people are elated over the positive steps taken by the revered Oba for the good, progress and revival of their cutural heritage.
Eze Obi hinted that every step taken by the Oba has been for the development of the people, stressing that the people are proud being under an Oba who considers the interest of his subjects first.
He said this has necessitated unparalleled socio-economic and cultural advancement of the land.
Eze Obi said the people of Ogba are more united and peaceful now, based on the Oba’s sterling leadership qualities and have decided to stand behind him, wishing him long life and good health, as he reigns on the exalted throne.
“The Oba since ascending the traditional stool has been able to carry everyone along, culminating to the peace being enjoyed by his people. The unity among the people now could be described as the best that has happened to the area, courtesy of the bold steps he has taken so far. We are proud having him as our Oba. The Oba has always preached peace and the unity of the land to everyone at every forum. He considers the peace and unity of Ogba first, which is the hallmark of a true King who means well for his people,” he said.
He advised the people not to throw away their cultural values as bequeathed to them by their forebears.
Eze Obi, however, commended the Oba for his recent visit to Usomini-cum Obor Kingdom, adding that the visit has engendered peace among the people.
He said the Oba’ s royal visit has been able to broker peace among the warring factions in the area, and urged the people to abide by the decision of the Oba in the interest of peace and progress.
Meanwhile, Eze Nwokoji Ikechukwu, the Ochi Ohna 1 of Ogwu Ogba Land, said the 2024 Nchaka festival has ushered in uncommon development in the area.
Eze Ikechukwu described the new yam celebration among Ogba people as significant, stressing that the preservation and importance of culture cannot be over-emphasised.

On his part, Eze Vincent Eboh said the people are appreciative to God for making this year’s festival a reality.
He noted that the Nchaka festival is aimed at thanking God for making it possible for the people to see yet another harvesting season in their lives.
